OSOR's open source software country intelligence aims to provide insights on all EU Member States and countries beyond in the domain of open source software policies and initiatives. On this page, you will find:
- Country intelligence reports and factsheets: The country intelligence is presented in two formats: a short report with an overview of policies and existing legal frameworks as well as open source software policies and initiatives. A factsheet visually complements every report. Where possible, after our desk research, the reports were validated by national contact points with expertise on this subject matter in their country.
- Status of open source software in Europe report (2020): The report addresses how European countries have incorporated OSS as part of their policy and legal framework, be it through initiatives specifically focused on OSS or broader digitalisation initiatives. The report also examines the governance of the policy and legal frameworks, with a focus on two key parties: governmental actors and strategic players (i.e. associations, organisations). Furthermore, the report also examines public sector OSS initiatives and categorises them comprehensively.
- Progress and trends in the national open source policies and legal frameworks (2023): This report provides a comprehensive analysis of open source policy across 15 European and non-European countries. It highlights the increasing importance of open source technologies in the public sector. The report reveals that governments are adopting open source to enhance digital sovereignty, data privacy, and control over digital infrastructures. It underscores the role of cities, regions, and municipalities in driving open source adoption and the emergence of innovative policy mechanisms at the national level. The report also notes a significant shift in open source policy trends over the past five years, with governments moving beyond legal considerations to develop comprehensive strategies involving diverse stakeholders. This evolution reflects a broader, more inclusive approach to digital governance.
