OSOR has published a new in-depth report titled “Open Source Software Adoption and Reuse in European Local Governments: A Multiple-Case Study.” The study explores how local governments across Europe are adopting, developing, and collaborating on open source software to drive digital transformation and cross-border interoperability.
Drawing on five detailed case studies — from citizen engagement platforms to smart city data systems and public transport tools — the report highlights practical lessons, governance challenges, and key success factors for sustainable collaboration. It provides a deeper understanding of how open source can empower local administrations to innovate while aligning with the EU’s Digital Decade 2030 and Interoperable Europe Act objectives.
The research identifies ten actionable recommendations for local governments, encouraging them to view open source as both a policy tool and a pathway to greater digital sovereignty. Overall, the report offers public administrations valuable guidance on turning open collaboration into lasting impact.
