The European Union is promoting the adoption of Local Digital Twins to accelerate the transformation of cities and communities. Many municipalities face common challenges: fragmented digital systems, varying levels of maturity, and a lack of shared standards that make it difficult to scale digital innovation.

The EU LDT Toolbox addresses these challenges by providing a single access point where public administrations can find interoperable tools, datasets, algorithms and documentation. Every component is aligned with European standards, helping cities build, expand or connect their Local Digital Twin efficiently and consistently.

Why the Toolbox Matters

The EU Local Digital Twin (LDT) Toolbox is not only a catalogue of tools; it is a practical enabler for evidence-based policymaking. 
By offering accessible, interoperable components, the Toolbox helps cities reduce complexity, reuse proven resources, and accelerate their digital transformation in key urban domains such as mobility, energy, planning and sustainability.

Its purpose is to support cities, regions and public administrations in adopting Local Digital Twins grounded in trustworthy data, European interoperability principles, and long-term digital sovereignty.

BENEFITS

The Toolbox enables cities to simulate scenarios (such as mobility changes, energy demand or environmental impacts) before taking action. This supports faster, more informed policymaking based on reliable, data-driven insights rather than assumptions.

Cities can reuse ready-to-deploy tools, datasets and models developed under an EU initiative, avoiding duplication of effort and lowering development and operational costs. The Toolbox is open-source and free of licence fees.

All components adhere to EU-level interoperability, data governance and transparency principles. This reduces compliance risks and ensures long-term sovereignty without dependency on proprietary vendors.

By integrating data across sectors, the Toolbox helps administrations design more consistent, efficient and citizen-centred services (whether in mobility, energy, planning or sustainability).

The Toolbox includes capabilities to visualise impacts and engage stakeholders, making it easier to communicate policies, involve citizens and build trust around local decisions.

No existing digital twin is required. Cities only need basic infrastructure and local datasets to begin, making LDT adoption feasible for administrations of any size or maturity level.

Using the Toolbox positions the city within a European ecosystem of smart-city innovation, enabling collaboration, knowledge sharing and increased visibility at EU level.

Interoperable Core Tools & Marketplace

The EU LDT Toolbox provides 11 interoperable tools that support city-wide data acquisition, modelling, simulation, visualisation and decision-making. Cities may adopt them individually or as a complete Local Digital Twin environment.
A related site, the EU LDT Marketplace, is available to discover and share models, algorithms and solutions.

MAIN COMPONENTS

The entry point to the Toolbox. It coordinates tools, data flows and user access, enabling cities to operate the environment as a unified system.

Tool stack: EU LDT Integrated Environment.

Supports knowledge sharing across the LDT community, allowing cities to publish documentation, exchange materials and communicate project outcomes.

Tool stack: EU LDT Hall.

A space to discover, reuse and share models, algorithms and solutions developed within the EU LDT initiative or contributed by external stakeholders.

Tool stack: EU LDT Marketplace.

Provides a data layer for collecting, integrating and harmonising datasets from multiple sources, including third-party systems or synthetic data generation.

Ensures identity management, access control and secure operation of all Toolbox components.

EU Building Database

The EU Building Database combines several trusted European sources into a harmonised, city-scale building inventory.

It provides detailed structural, physical, energy and occupancy attributes that support modelling, simulation and scenario analysis across urban domains.


The dataset includes information such as structural type, construction year, number of dwellings, materials, roof type, heating systems, height, population patterns, replacement costs and U-values.

These attributes enable cities to perform accurate simulations for energy performance, renovation strategies, vulnerability assessment and environmental impact.

Algorithm Models

A set of algorithm models has been developed to help cities analyse, simulate and forecast key urban challenges.
These models use trusted datasets and domain-specific parameters to support evidence-based planning, scenario analysis and policy evaluation.
They cover areas such as mobility, air quality, energy demand, environmental impact, renovation strategies and vulnerability assessment.
Cities can use them to anticipate outcomes, assess policies and optimise resource allocation.

FROM PROJECT TO LONG-TERM EUROPEAN SERVICE

The EU LDT Toolbox is developed under a European Commission initiative and will be transferred to the European Digital Infrastructure Consortium (EDIC) for long-term operation, maintenance and further development.

This ensures continuity, sustainability and alignment with EU standards as the Toolbox evolves and is adopted by cities across Europe.
