The European Union is promoting the adoption of Local Digital Twins to accelerate the transformation of cities and communities. Many municipalities face common challenges: fragmented digital systems, varying levels of maturity, and a lack of shared standards that make it difficult to scale digital innovation.
The EU LDT Toolbox addresses these challenges by providing a single access point where public administrations can find interoperable tools, datasets, algorithms and documentation. Every component is aligned with European standards, helping cities build, expand or connect their Local Digital Twin efficiently and consistently.
What is a Local Digital Twin?
A Local Digital Twin (LDT) is a digital replica of the city that describes and represent the current state of the city.
To create a simulation of the Local Digital Twin, cities need to collect data about their city, use algorithms (like mathematical instructions) to process this data, and build models (like representations of how things work) to understand the city's needs.
The Living-in.EU initiative defines a Local Digital Twin as ”A virtual representation of a city’s physical assets, using data, data analytics and machine learning to provide simulation models that can be updated and changed (real-time) as their physical equivalents change”

Its purpose is to support cities, regions and public administrations in adopting Local Digital Twins grounded in trustworthy data, European interoperability principles, and long-term digital sovereignty.

Main components
EU Building Database
It provides detailed structural, physical, energy and occupancy attributes that support modelling, simulation and scenario analysis across urban domains.
The dataset includes information such as structural type, construction year, number of dwellings, materials, roof type, heating systems, height, population patterns, replacement costs and U-values.
These attributes enable cities to perform accurate simulations for energy performance, renovation strategies, vulnerability assessment and environmental impact.

THE CONSORTIUM
The EU LDT Toolbox is being developed by a multidisciplinary consortium of European technology providers, research institutes and innovation partners. Together, they contribute technical, scientific and operational expertise to support the development of interoperable Local Digital Twin solutions for cities across Europe.

FROM PROJECT TO LONG-TERM EUROPEAN SERVICE
The EU LDT Toolbox is developed under a European Commission initiative and will be transferred to the European Digital Infrastructure Consortium (EDIC) for long-term operation, maintenance and further development.
This ensures continuity, sustainability and alignment with EU standards as the Toolbox evolves and is adopted by cities across Europe.
