Welcome to the Public Sector Tech Watch

Public Sector Tech Watch (PSTW) is the European Commission Observatory dedicated to monitoring, analysing and disseminating the use of emerging technologies (e.g., Blockchain, Artificial Intelligence, etc.) within the public sector in Europe.

Our mission is to become the “one-stop-shop” for all stakeholders – including public sector officials, policy makers, GovTech startups and SMEs, and academia – interested on the latest technological developments to improve public sector operations and service delivery.

A collaborative ecosystem

Managed by the European Commission, Public Sector Tech Watch is linked to EU GovTech to create a robust ecosystem for innovation. While PSTW primarily supports public sector leaders and academia with comprehensive analysis and insights, EU GovTech is more targeted towards startups and SMEs, to connect them with public sector partners and drive public sector digitisation.

As part of the Interoperable Europe Portal ecosystem, the Interoperability Regulatory Sandbox Hub is designed to support public administrations in the EU in fostering innovation and regulatory learning. By facilitating experimentation within a controlled environment, it helps develop practical solutions to cross-border interoperability challenges in Europe’s evolving digital public services. The European Commission is hosting a PSTW webinar series in June-September 2026 to reflect on how public administrations can evolve beyond digitalisation towards more integrated, intelligent, and citizen-centred service delivery models. The series will feature three online sessions exploring key dimensions of this transformation: the shift towards omnichannel and proactive public services, the experimentation and governance of generative AI within government operations, and citizens’ perceptions of AI and its implications for public trust and legitimacy.

 As part of the Apply AI Strategy, the European Commission is developing the AI Toolbox for the European public sector, a repository of practical tools, guidance, and reusable resources for responsible AI implementation. The Toolbox provides free and open solutions aligned with European Commission principles and the AI Act, with additional support available through the AI Act Service Desk. These resources address a wide range of public sector needs and complement sector-specific initiatives such as the Justice IT Toolbox.
