WELCOME

VuLens is one of the algorithm models developed within the EU LDT Toolbox to support cities in analysing and understanding urban vulnerability patterns.

Rather than reducing complex urban realities to a single index, the algorithm model analyses multiple dimensions individually (including demographics, energy poverty, housing conditions, and access to transport and services) and identifies clusters of areas with similar characteristics.

The result is a nuanced map of vulnerability patterns that reveals not only where vulnerability is concentrated, but also the specific nature of the challenges faced in each area.

This enables cities to move beyond generic, city-wide approaches and design targeted, evidence-based interventions tailored to the real needs of each community.

THE CHALLENGE

Cities are increasingly exposed to complex and overlapping risks, from climate change and energy poverty to ageing populations and unequal access to essential services. These challenges do not affect all neighbourhoods in the same way, nor do they follow a single pattern.

However, many administrations still rely on aggregated data or isolated indicators, which fail to capture how different vulnerability factors combine and intensify at a local level.
As a result, cities struggle to clearly identify which areas are most at risk, what type of vulnerability they face, and how different factors interact (such as housing conditions, mobility access, or socio-economic status).

Without this granular, integrated understanding, interventions tend to be applied uniformly across the city, missing the specific needs of the communities most affected and leading to inefficient use of limited public resources.

HOW IT WORKS

VuLens transforms complex vulnerability data into actionable insights through a three-step process:

The ISV is a composite index made up of multiple indicators that capture different dimensions of urban vulnerability, including social, economic, demographic, and environmental factors. These range from the percentage of elderly residents living alone to building energy efficiency or access to healthcare services.
 
VuLens breaks down the ISV into its individual components to identify what is actually driving vulnerability in each area, rather than relying on a single aggregated score.
This means that two districts with the same ISV value can reveal very different underlying conditions. One may be driven by energy poverty, while another is shaped by demographic ageing or limited access to services.
 
For planners, this is the difference between knowing that a neighbourhood is vulnerable and understanding why.

The model groups districts or populations with similar characteristics based on how their vulnerability indicators combine.
 
This makes it possible to uncover distinct underlying profiles across a city, each with different policy needs. For example, some areas may be driven by energy poverty and poor building quality, others by ageing populations and limited transport access, or by socio-economic deprivation linked to specific housing conditions.
 
These clusters emerge directly from the data and can be updated over time, allowing cities to track how vulnerability patterns evolve and assess whether interventions are having a real impact.

The output of the clustering process: groups of areas that share comparable needs and challenges.
 
These patterns allow planners to identify where support is needed, understand the specific nature of vulnerability in each area, and detect spatial concentrations of risk across the city.
 
By making these differences visible, cities can move away from uniform interventions and design more targeted and effective responses.

KEY CAPABILITIES

Groups districts or populations with comparable vulnerability profiles using unsupervised machine learning. Analyses individual ISV indicators instead of relying on a single aggregated score, revealing the specific factors driving vulnerability in each area.

Identifies and exposes the specific factors driving vulnerability in each cluster. Instead of treating results as a black box, planners can clearly understand why an area is vulnerable and which variables contribute most to that condition.

Clusters can be re-run over time using updated data, enabling cities to track how vulnerability patterns evolve and assess the impact of policies and interventions.

Breaks down the Synthetic Vulnerability Indicator into its social, economic, demographic and environmental components. Enables planners to understand not just where vulnerability exists, but what type of vulnerability each area faces.

Displays results on the city map through the EU LDT Play & Visualise tool, using layered and colour-coded views. Supports comparison between areas and identification of spatial concentrations of risk.

Feeds outputs into the City Innovation Planner to support strategic planning and impact tracking. Can be combined with other Toolbox models, such as Building Environmental Footprint or Renovation Strategies, to design coordinated and multi-layered interventions.
