Why has the Community been created?

Europe’s public administrations face a shared challenge: how to deliver public services that are seamless, secure, and efficient across borders, sectors, and systems. Interoperability is about more than IT systems. At its core, interoperability is collaboration. Interoperability is about people from different sectors, countries, and roles coming together to make government services simpler, smarter, and more connected. Interoperability is about building trust, promoting openness, and creating services that work for everyone, everywhere in the EU. That’s what the Interoperable Europe Community is here for.

Adopted to accelerate digital transformation across the EU, the Interoperable Europe Act provides the legal foundation for establishing the Interoperable Europe Community. Specifically, Article 16 mandates its creation to ensure that the right expertise, voices, and perspectives are present when shaping the future of European digital public services.

This is not just another forum, it is a structured, purpose-driven space where public and private stakeholders, civil society organisations, academics and citizens from across the EU can come together to support the work of the Interoperable Europe Board and contribute to the development of common solutions, strategies, and frameworks which are answering their day-to-day needs and challenges.

What you will find in the Community

The Interoperable Europe Community is envisaged as one-stop hub for engagement, collaboration, and knowledge-sharing. It gathers all existing communities under the same umbrella so members can discover a broader and more diverse scope of resources.

Members of the Community can:

  • Participate in consultations that shape the interoperability agenda at EU level.
  • Join thematic working groups addressing specific interoperability challenges or emerging trends.
  • Contribute to guidance documents, case studies, and standards that support the take-up of interoperable digital services.
  • Get involved in support measures such as training, capacity-building activities, or technical assistance.
  • Engage in the annual online assembly, where the community comes together to reflect on progress and propose new directions.

Because your experience and your challenges matter. The digital transformation of public services is relevant for everyone, from central administrations to local authorities, businesses, software developers, researchers, and NGOs. Each one of us brings a unique perspective that can help define better, more inclusive digital services for all Europeans.

Your contribution makes a difference! Whether you are sharing local success stories, proposing a new standard, highlighting barriers to cross-border services, or simply offering feedback in a public consultation, your contribution directly informs the EU’s strategic approach to interoperability.

The Interoperable Europe Board relies on the Community’s input to set yearly priorities that reflect real needs and accelerate the delivery of trans-European digital public services.

Whether you are:

  • A policy-maker aiming to align national strategies with EU efforts,
  • A technical expert seeking harmonised specifications,
  • A researcher exploring governance models,
  • A civil society organisation advocating for user-centric services,
  • A citizen sharing the needs and opinion about the digital service offer,
  • Or a service provider looking to scale digital solutions across borders.

—There is something for you in the Interoperable Europe Community.

Become part of a community where your ideas matter and where your voice helps shape the future of Europe’s digital public services.
