Our mission

To bring together public and private stakeholders to support the implementation of the Interoperable Europe Act by identifying needs, exchanging experiences, discussing implementation challenges, and shaping priorities and requirements for interoperability in Europe.

To become the leading European hub where public and private stakeholders co-create, share, and shape the future of interoperability through open dialogue, hands-on collaboration, and mutual learning ensuring that real-world needs and expert insights drive EU-wide interoperability efforts.​​

The Community: Six key points

The main activities and characteristics of the Interoperable Europe Community are foreseen by Article 16 of the Interoperable Europe Act, and they are summarised below:

1. Supporting the Board

An Interoperable Europe Community shall, where so requested by the Board, contribute to the activities of the Board by providing expertise and advice to guide the overall direction of the cooperation. 

More precisely, the Community’s input is essential for the development and regular updating of the Interoperable Europe Agenda, a strategic document that plans and coordinates priorities for advancing cross-border interoperability of digital public services. 

2. Who can become a Community member?

Public and private stakeholders as well as civil society organisations and academic contributors residing or having their registered office in a Member State may register on the Interoperable Europe portal as members of the Interoperable Europe Community.

3. Membership status

After confirmation of the registration, membership status shall be made public on the Interoperable Europe Portal. Membership shall not be limited in time. It may however be revoked by the Board at any time for proportionate and justified reasons, especially if a member is no longer able to contribute to the Interoperable Europe Community or has abused the status of member of the Interoperable Europe Community.

4. Membership benefits

The members of the Interoperable Europe Community may be invited, inter alia, to:

  • contribute to the content of the Interoperable Europe portal;
  • provide expertise with regard to the development of interoperability solutions;
  • participate in the working groups and other activities;
  • participate in the support measures provided for in Articles 9 to 14;
  • promote the use of interoperability standards and frameworks.

5. Annual online assembly

The Board shall organise an annual online assembly of the Interoperable Europe Community.

6. Code of conduct

The Board shall adopt the code of conduct for the Interoperable Europe Community. The code of conduct shall be published on the Interoperable Europe Portal.

The Interoperable Europe (IOPEU) Community will encompass and build on all existing communities on the Portal towards a unified approach, acting as an umbrella community. These are:
