Underlying Principle 12: Assessment of effectiveness and efficiency
There are many ways to take stock of the value of interoperable European public
services, including considerations such as return on investment, total cost of ownership, level of flexibility and
adaptability, reduced administrative burden, efficiency, reduced risk, transparency, simplification, improved
working methods, and level of user satisfaction. Various technological solutions should be evaluated when striving
to ensure the effectiveness and efficiency of a European public service.
