Responding to the requirements of Article 28 of the Digital Services Act, the European Commission is defining a common EU-wide approach to age verification and delivering a white label solution to support its practical adoption across Member States.
July 2025 sees the first release of a “White Label Solution” for addressing requirements.
The goal is to enable consistent, secure and user-friendly age verification that can be easily integrated into online services throughout the EU, while preserving privacy. Users have to prove they are old enough to access age-restricted online services, without disclosing unnecessary personal information.
Age verification plays a crucial role across various scenarios, including access to online services, purchases of age-restricted products and claiming age-related benefits. Given the regulatory priorities and societal needs, an application was needed, to be provided under various OS (Android, IOS), in order to verify end-user age for accessing online services with restricted content or services.
The project objective is to develop an EU-wide solution to age verification that reinforces the Digital Services Act (DSA) objective to ensure safe, secure, and trusted digital space—notably Article 28, which focuses on protecting minors—and the Louvain-la-Neuve Declaration, which promotes a safer and more trustworthy online environment. The proposed solution is intended to bridge the gap until the EU Digital Identity (EUDI) Wallets become available by the end of 2026, enabling the incorporation of the age verification functionality in them.
Available under the EUPL-1.2 and built on the European Digital Identity Wallet framework, the project publishes currently an initial version of the software, developed for the purpose of demonstrating the business flow of the solution.
So, it is not yet intended for production use, and does not yet include the full set of functional, security, or integration features required for a live deployment, but the repository already contains the technical specifications for the Age Verification Solution. It is designed for extension, adoption and deployment by member states or other actors.
