Thanks for the report.
Just a quick intro. I'm an old editor (from last century). That was in a time - the web had just been invented - when I spent a lot of my time correcting/editing the brochure-ware on .gov.xx sites simply because the old internal belief was (and your managers' belief still appears to be), "The overarching theme, “Interoperability for Impact”, reflected a commitment to turning policy into practice and delivering real benefits for citizens, businesses, and administrations.
It's probably the saddest misconception that anyone could make, especially in a media operation these days, and particularly when working inside a bureaucratic silo; this belief that progress is driven by turning policy into practice.
No. A change in practice eventually makes an impact on the outdate habits of our anachronistic institutions. Your report, and the limited attempt ( in this (europa.eu domain) to create a place where citizens might have some input, is just another illustration of how old public broadcasters/public media companies have been trying for 2 decades to include an audience in their (inter)silos' programming, rather than simply pumping out a message/report (as you have done. Ive gotta say, in far too many words, which give no reader a chance to get orientated).
You, and your old managers (sorry Claudia), might be interested in this panel discussion about interoperability. It takes a National broadcaster's (public media) perspective on the concept of Interoperability. And so must the EC.
In the meantime. could you put the SEMIC playlist on INteroperable's youtube into an order where this discussion is at the top. And if you want to be really sociable, could you introduce Emilija's Team somewhere on this interoperability domain. Its a bit much to expect her to do ALL the work.
A little less reporting. A bit more Community Building would be welcome.
