SomosTorre is a civic intelligence platform that aggregates 27 official open data sources into a single citizen-facing interface for mid-sized municipalities — covering transport, traffic, energy, environment, health and city services.
Data sources include: public transport (Renfe GTFS-RT, Torrebus, Torrebici), live traffic (DGT), river flood levels (SAIH Cantabria), electricity prices (ESIOS/REE), weather and beach water quality (AEMET, NÁYADE/Ministry of Health), pollen and air quality (Gobierno de Cantabria, Open-Meteo), pharmacy rosters (COF Cantabria), parking availability (Parkunload), fuel prices (MITECO), municipal bulletins (BOC), and city statistics (INE, SEPE, ICANE). All sources are publicly available under EU Directive 2019/1024.
Beyond aggregation, the platform includes four civic engagement features:
Torre IA is an AI assistant that answers live hyperlocal queries using real-time city data — transport times, flood alerts, pharmacy rosters, and other city services.
Incidencias Ciudadanas is a citizen incident reporting system where residents report urban problems with photo evidence and geolocation. Reports are AI-moderated before publication, with community voting and transparent status tracking.
Karma Cívico is a gamified civic participation system that rewards residents for reporting incidents and engaging with city services, with a public leaderboard.
Personalised push notifications allow residents to self-select alerts across any category — flood warnings, transport disruptions, pharmacy changes, local events.
The platform is available as a web application, iOS app (App Store) and Android app (Google Play). It was launched in May 2026 in Torrelavega, Spain (population 51,800) and reached 1,000+ active users in five weeks with zero marketing spend. 19 civic incident reports have been filed since launch.
The platform is built entirely on publicly available open government data under EU Directive 2019/1024 on open data and the re-use of public sector information. All data sources used have equivalent datasets available across EU member states, making the technical architecture replicable for other European municipalities.
Personal data is processed in compliance with GDPR and Spain's LOPDGDD. User registration is voluntary. No advertising is served and no personal data is shared with third parties.
