This pilot aims to transform digital service delivery by shifting the formalisation of regulations to their origin, enabling real-time collaboration with all stakeholders. This shift promises to enhance the speed and quality of service delivery, reduce costs, foster public sector innovation, and increase citizen trust. The core hypothesis is that machine-mediating legislation, supported by Rules as Code (RaC), can drive this transformation. The solution includes: (1) guidelines to convert laws into machine-readable formats; (2) a modular technology stack with AI tools, RaC APIs, and a secure framework; and (3) a Proof of Concept tested with public entities such as national parliaments. Active collaboration among lawmakers, analysts, and developers is key to creating a scalable and interoperable RaC platform for digital-ready legislation across the EU.
