This pilot proposes a solution for automating document processing using advanced technologies such as OCR/OMR, AI/ML, human feedback, and tools for text annotation and form layout modelling. It integrates open-source components into document processing pipelines, tested against digital processing benchmarks, and releasing specifications, documentation, and reusable reference implementations for public sector use. The approach ensures flexibility for new document types and use cases, with continuous improvement via user contributions. A Security Framework addresses vulnerabilities to quantum attacks, ensuring secure interoperability. The solution is built around annotation, multimodal models, and human feedback, and will be tested through various use cases. Community engagement through open-source tools, workshops, and hackathons will support long-term scalability and adoption across EU public services.
