GovTech4All 2.0 marks the second phase of the European GovTech incubator, a collaborative initiative aimed at accelerating digital transformation in the public sector while strengthening the European GovTech ecosystem. ​

This new edition will deliver eight innovative digital government pilots, focused on reusing and scaling up existing digital solutions, launching startup-driven challenges, and exploring new models of public procurement that support innovation across a wide range of thematic areas.

Govtech4all is a Framework Partnership Agreement supported by the Digital Europe Programme. It is permanently open for Public Administrations in charge of digital transformation as well as top-tier European GovTech organisations.

National agencies interested to join should contact the Lisbon Council, coordinator of the initiative, at the email govtech4all@lisboncouncil.net.

The GovTech4All Ambassador Network is a pan-European network of trusted champions from across the GovTech ecosystem who want to support and extend the reach of GovTech4All activities, results, and intentions by giving a local grounding and exposure of the European Govtech efforts and project related endeavors.

Applications are open for profiles working across public sector innovation, policy, startups, SMEs, research, communications and ecosystem building.

Learn about the completed pilots​

The first phase of the GovTech4All incubator (2023 to 2025) successfully completed three collaborative pilots, bringing together government agencies, private sector organisations, and civil society actors to adapt solutions from other countries and procure solutions from startups. ​
