
Background

It provides the necessary requirements to make EU-wide multimodal travel information services accurate and available across borders. It establishes the specifications necessary to ensure the accessibility, exchange and update of standardised travel and traffic data and distributed journey planning to provide multimodal travel information services in the European Union.
Article 4 of the Delegated Regulation requires that “Transport authorities, transport operators, infrastructure managers or transport on demand service providers shall provide the static travel and traffic data and historic traffic data of the different transport modes, by using for the spatial network the requirements defined in Article 7 of Directive 2007/2/EU”. Beyond the “spatial network” also other data categories listed in the Annex of the Regulation fall under the scope of the INSPIRE Directive and in particular of its Annex I, (e.g. address identifiers, points of interest, topographic places, etc.). The INSPIRE roadmap requires EU Member States to make available and harmonised according to INSPIRE all download and view services and the geodata that fall under INSPIRE Annex I by 23 November 2017.
The objective of this project, in collaboration with DG Mobility and Transport, is to understand how INSPIRE relates with standards used in the transport domain:
- Transmodel/NeTEx for public transport,
- TAP-TSI and RINF for rail,
- IATA for air and DATEX for road and identify the possible overlaps.
Report
The final outcome of this work has been the formulation of recommendations to Member States on the usage of standards for the different data categories in scope, to facilitate the implementation of the delegated regulation, while taking into account the INSPIRE obligations.

Additional Information
A first workshop with the Member States was held in Brussels, BE, on 13th April 2018, to gather feedback from Member State representatives and transport operators about the work done so far by the ELISE team involved in INSPIRE to support.
The workshop audience expressed interest in guidelines and recommendations on implementing the requirements of the delegated regulation for the data in the scope of the project. In particular, the team was encouraged to explain the need for harmonized definitions of data categories across multiple standards.
