Digital Government Benchmarking

This set of studies provides an initial analysis of the digital transformation of government and gives an insight into specific technological areas, such as digital platforms, APIs and blockchains. The studies also evaluate the impacts on interoperability matters and the role of location on these technological environments.

While the digital transformation of government is much wider than the technologies that can potentially support it, an analysis of the role of such technologies in the public sector is highly relevant to illustrate how technology can enable the transformation of government.

The ELISE contribution to digital government includes the following studies:

Digital Government Transformation - This work package aimed to better understand components of the Digital Transformation of Government, to propose a method to help the public sector better shape its Digital Government Transformation activities, as well as to gather evidence, through some initial case studies, to explore the method in practice.
The API landscape in the Public Sector - This work package has aimed to identify areas of further research for the Joint Research Centre, including the ability of APIs to assist the Member States with enabling their digital transformation. Areas of specific focus include cross-border interoperability between the Member States and the opportunity for the EU to become involved in developing or advocating API standards.
Blockchain and Distributed Ledger Technologies and their relevance for Digital Governments – The aim of this work package has been to identify the relevance of this technology for Digital Government and investigate key pilot deployments of this technology for governments within Europe. The study focuses on the functionalities, governance, usage, technical architecture, costs and benefits of the pilot deployments and explores their potential to be scaled across borders.
Digital Platforms for Public Services. This work has highlighted the inter-relationships of technology and stakeholders in platform-based ‘ecosystems’, where those participating in platform activities may have to give up some of their utility to benefit from the network effects of the platforms. It has analysed the different roles that the public sector may play in these environments. It has reflected on how interoperability aspects are tackled in the ecosystem. In addition, it evaluates the different revenue streams derived from the use of location information and intelligence.
