Description: The GeoDCAT Application profile for Data Portals in Europe (GeoDCAT-AP) has been developed as an extension of the DCAT-AP specification under the ISA2 programme. GeoDCAT-AP enables a cross-domain data portal search for datasets. The webinar presented examples of its implementation in EU Member States, as well as the integration and possible adoption of GeoDCAT-AP in specifications published by standardisation bodies - in particular, W3C and OGC.

Description: This document builds on previous work carried out under the SEMIC action focusing on the governance and management of data models, as well as tools for managing data models. While the findings of the report could apply to almost any organisation, the analysis considers public administration representatives as its main stakeholders. The content provides guidance to owners and publishers of code lists on the selection of an appropriate tool for code list management, depending on their needs or the requirements of their organisations. Description: This study investigates the suitability of the DCAT-AP for playing the role of this common agreement. The DCAT-AP is already successfully being used for facilitating the exchange of datasets metadata between general-purpose open data portals, and its applicability has been proven in the field of geospatial and statistical metadata. For assessing the suitability of the DCAT-AP as the common information exchange agreement for research metadata, we explore the alignment between the DCAT-AP and other metadata models used to describe research datasets by defining mappings.

Description: The documents on this page describe the support to the implementation of the persistent URI policy for EU institutions. More specifically, three distinct documents are included with the goal to: 1) Revise the NUTS RDF model; 2) Identify good design practices for the local part of URI under data.europa.eu. For this, the local URI policies of various organisations were analysed, to describe their schematics in a uniform way and explain the rationale behind them; 3) Identify a set of criteria to assess collections of metadata, data, documents, datasets, etc. and to decide whether to create URIs under data.europa.eu, or to assign DOIs.

Description: Nowadays, public administrations exchange data with each other and with citizens and businesses, interconnect their systems and link their data. This brings direct benefit to citizens, as they do not have to provide the same information several times. Therefore, the interconnection of base registers, such as business registers, land registers, etc. plays an important role. At the same time, these registers hold data of immense value for the public, making these and other data produced by public services available and linkable with data from other sources. This provides opportunities for large-scale data analytics, machine learning and artificial intelligence, as a source of knowledge for society as a whole.

Description: In response to the requirements of the revised PSI directive[iii], European public administrations have set up cross-domain and horizontal open data portals. Open data portals have significantly contributed to the establishment of the necessary foundation for a European open data ecosystem. This paper describes how such a common metadata language, DCAT-AP, was developed and implemented in national data portals and in the European Data Portal (EDP), how implementation challenges can be overcome and which benefits the DCAT-AP brings to data consumers, data providers, portal owners and society as a whole.

Description: The publication of controlled vocabularies represented in SKOS on the Web brings the following advantages: De-referencing: the principles of Linked Data requires each term in the controlled vocabulary to be identified by a corresponding term URI based on the HTTP protocol. The term “Taxonomy” in the “Asset Type” scheme has for example the following term URI: . This means that when someone else encounters such a URI, he can look up its meaning by entering the URI in the address bar of his browser. This is called de-referencing. This is simple yet powerful feature of the Web. Machine-readability: In the example of “Taxonomy”, the user can use the term URI to retrieve both a machine-readable and human-readable file containing definitions, labels, and related concepts for this term expressed in SKOS. SKOS is a W3C Recommendation and commonly used representation format for controlled vocabularies. Well-known controlled vocabularies such as EuroVoc have been expressed using an ontology that extends SKOS. Multilingualism: SKOS allows to associate labels and definitions in multiple languages to any concept. This means that we can associate the labels “taxonomie”@FR, “Taxonomie”@DE, or “taxonomia”@PT to the concept identified with URI http://purl.org/adms/assettype/Taxonomy to include the French, German, and Portuguese labels. At the moment, only English is available, but the ADMS Working Group is seeking help in translating these SKOS labels and definitions in multiple languages.
