This report elaborates on a working definition of what "high-value dataset means". This can be used as a guideline for prioritising the publication of government datasets. The definition approaches the value of datasets both from the publisher's point of view, and the reuser's point of view. Tim Berners-Lee's 5-Star Schema of Linked Open Data is used to assess the reusablity of datasets.
The working definition was used to search for and identify high-value datasets from the European Union Institutions and bodies, aiming on extending the collection on the EU Open Data Portal. The methodology and results from this work, are also further explained in the report.
