The OECD includes the Test Bed in its latest report on cross-border innovation

Test Bed features in latest OECD report

The OECD Observatory of Public Sector Innovation (OPSI) has highlighted the Test Bed as an example service fostering cross-border innovation.

The OECD Observatory of Public Sector Innovation (OPSI) in collaboration with the UAE Mohammed Bin Rashid Centre for Government Innovation (MBRCGI), is publishing a series of reports on cross-border innovation initiatives. Their purpose is to document key findings and tell important stories about ways in which governments and their partners are collaborating in innovative ways to tackle cross-border issues.

The first of these reports was published on October 19th, 2021, and focused on governing cross-border challenges. This was followed by the second report, published on November 23rd, 2021, to discuss insights on how experimentation across borders fosters innovation. This second report, presented in a webinar on the day of its publication, discussed the importance of testing and experimentation both for formal compliance testing against legislation, as well as for informal sandbox testing. The role of test beds was presented here as concrete services that help make such testing possible.

While the report identifies that most test beds operate at National level, it highlights the European Commission’s Interoperability Test Bed as a good example of such a service with a truly cross-border nature. In its role the Test Bed fosters the development of cross-border services and stands as an accelerator for experimentation and innovation. The inclusion of the Test Bed in this report reflects its value and demonstrates its increasingly important role, as well as its adoption.
