One-year delay for Denmark’s property data registers

Denmark’s use of four new data registers related to property registrations will be delayed from May 2018 to May 2019, the country’s Agency for Digitisation (Digitaliseringsstyrelsen - DIGST) has announced. The extension must be approved by the Danish Parliament's Finance Committee.

The data registers are part of Denmark’s new Grunddata (‘basic data’) system. One of the main tasks of the Grunddata solution is to make the use of basic data easy, flexible and free.

From an English introduction to the Grunddata system:

“Basic Data is made easily available and is, as a guiding rule, free to use, for everyone – authorities, businesses, citizens. Data is distributed via the shared distribution platform, the Data Distributor, from where it can safely and easily be used – with respect for personal and sensitive information.”

Data exchange

Denmark began working on a new Grunddata system in 2012. One of the first - and largest - components, the data distributor, was built in 2014-2015. The data distributor facilitates the data exchange between pubic services, companies and citizens. After that, work began on creating new registers and upgrading existing registers. In total, Grunddata will have 10 such registers.

In its announcement of the delay to the property data registers, DIGST says that all other basic data records will be available through the data distributor this summer.

On 14 November, the first register was taken into production, for Danske Stednavne (Danish Placenames). Soon, data from the Central Business Register and the Civil Registration System will also be available via the data distributor.

Amber

In a report on Denmark’s main government IT projects, which uses traffic lights (red, orange and green) to indicate if projects are at risk or are doing well, the Grunddata project was assigned a yellow light.

“The programme itself estimates that one of the five sub-programmers is green and four are amber. The programme has been delayed for three months in its test phase, with challenges related to the property data register. In addition, the total programme costs have increased by DKK 11 million (approximately 2% of the total costs).
