The European e-Government ministers call upon the institutions for an Action Plan until 2020.

In the framework of the Estonian Presidency of the EU Council, and in alignment with the EIF recommendations, the representatives of 32 European countries (EU members + EFTA partners) signed this 06th of October the Tallinn Declaration on e-Governement.

The declaration calls upon the Institutions about 6 key targets which are fully aligned with the European Interoperability Framework (EIF) principle and the EU e-Government Action Plan 2016-2020.

 Targets will be implemented through a specific task force along the next five years:

1. Digital by default and inclusiveness: raise citizens’ awareness on the benefits of the digital world and provide them new digital and user-friendly solutions in their interaction with the public administration;
2. Once only principle: tackle redundant administrative burden in public services and collect data in a coordinated way by the public authority, that will be able to reuse them respecting data protection rules;
3. Trust and security: guarantee confidentiality and fight against cyberattacks while ensuring access to electronic identification (eID) and trust services for electronic transactions in the internal market (eIDAS);
4. Openness and transparency: enable the possibility for people and business to access personal data held by the public administration and asking the Commission to engage in open government steps at his relevant level
5. Interoperability by default: integrate instruments and a call to public authorities to oblige cross-border interoperable solution compatibles with European frameworks and standards;
6. Horizontal enabling policy steps: improve the digital leadership skills and the IT education in every level of the public administrations for guaranteeing the citizenship to interface skilled persons and efficient tools; one step would be to warmly welcoming exchange and sharing of good eGovernment practices and successful domestic solutions, to speed up the digital transformation at all levels of government – including by enhancing the joint governance structures with local and regional authorities

The signers ask the relevant European institution to supervise the goals with recurrent follow-up (also involving the next presidencies of the European Council).
