CRL retrieval with protocol ldap does not work ö

The retrieval of a CRL from an ldap directory by using an URL with the protocol
set to ldap does not work, since invocation of new URL("ldap:...") causes a
MalformedURLException ("unknown protocol: ldap").

The error only happens in the webservice version of MOA SPSS, in the API
version everything works fine. I guess there is a classloader problem if the
service is deployed in Tomcat 4.1.
