The Registry Department of the Dutch Parliament recently made available on Joinup ‘Libbit Flowgen’, its open source document collaboration tool. The software facilitates sharing, editing and approving documents.

Its developers explain that their software helps complex collaboration environments by providing work-flow that is transparent, clear and reliable. The Registry Department started the software's development when the decision was made that it needed a robust, transparent tool to handle parliamentary questions.

Libbit Flowgen is currently used by about fifty users within the Registry Department. However, the tool has proven useful for other units of the Dutch Parliament thanks to its flexibility and efficiency. The Dutch Parliamentary Reporting Office has already started implementing the software for its own use.

According to developers, Libbit Flowgen offers transparent workflow processes without dependency on other software or platforms. Because it's completely web-based, it does not require any special software, like a text editor, installed on a client. The software can be used on any operating platform or mobile devices, such as tablets or smartphones with built-in web-browsers.

Libbit Flowgen is distributed under the European Union Public License. Its developers highlight that the European parliaments could be particularly interested in using it.

Libbit Flowgen is already the second open source tool announced this month on Joinup, which assists policy-makers in drafting and preparing documents. It was announced earlier this month that At4am, the European Parliament's tool for drafting amendments will be made available as open source next year.
