Some of the controlled vocabularies specified for DCAT-AP are published on the vocabulary level in such a way that the individual vocabulary terms are not de-referenceable. Other vocabularies might not be available at all.
A common approach towards handling such situations, and a call for resolution of this problem will help implementers create metadata and support better interoperability.

Potential solution:
Currently, the vocabulary is de-referenceable, but the instructions how to make it are not clear enough. MDR could provide instructions on how to de-reference the whole vocabulary.
The de-referencability of vocabulary terms also relates to dataset description. De-referencing URIs for catalogs and datasets should be added.
