The proper use of format is not clearly defined.

Proposed solution

Clarify that the format is to describe the individual data in a distribution, not the container or the protocol (e.g. for a zip of xml files the format is text/xml, not application/zip). If an API is used, the message format should be described, typically application/json or text/xml.
