Application for jobs in the Spanish Administration (ips)

The purpose of the system is to allow citizens to pay and register their applications for public jobs via Internet.

The system is managed in a distributed way by human resources personnel of the central Spanish Administration.

The years 2005 & 2006 only selection processes announced by the INAP were covered. From 2007 onwards, it is available to all the Central Spanish Administration.

Description of target users and groups

People that want to work in the Spanish Administration and have a personal digital certificate or electronic ID card ("DNI electrónico")

Description of the way to implement the initiative

This system is based on two other electronic services:

- Gateway for Online Payment

- Common Electronic Registry

An application with two "faces" is built on top of these two services. There is a citizen's portal (ips.060.es) and an internal application for HHRR civil servants.

Technology solution

Access to the payment gateway and to the electronic services is made via web services. The applications itself is programmed in Java.

The project is opened to share the service specifications and implementation details with other administrative bodies in Spain or across Europe that might be interested in

Lessons learnt

- Only people with digital certificates can use the system. This enforces security but limits use (less than 5% of applications are via Internet).

- People are not very willing to provide economic data on the Internet (a fee is needed to apply for a public job in Spain). Could this be suppressed when applying via Internet?

- Big success of the application form for downloading and print.
