Public administrations have a new tool at their disposal to do online surveys. The web-based application, EUSurvey, covers all steps of a survey life cycle, from the design to the launch of the survey to the analysis and publication of results. The tool can also be used for event and conference registrations, for targeted stakeholder consultations and to create evaluation forms. 

The solution is open source and available for free. It has been developed by DG Informatics of the European Commission with the support of the ISA programme. ISA is a programme which supports interoperable solutions for European Public administrations through more than 40 actions. 

EUSurvey offers a variety of different question types, like simple text and multiple-choice questions but also more complex elements like editable tables and gallery elements. Results can be displayed as histograms, percentages or in full detail and can be exported to different formats and published automatically on a dedicated webpage within the application. The application provides support for either identification or anonymity, depending on survey requirements. It provides also advice on how to best create an online survey. 

EUSurvey has originally been conceived to support the development of EU policies by helping administrations, businesses and citizens to have their say on upcoming initiatives. The software is used by most of the European Commission’s Directorates-General as well as many institutions, such as the European Parliament, the European Council and the Court of Auditors.

Through the support of ISA the tool is now available as a generic solution for all European public administrations interested. The main features of the new version include the possibility to modify one’s form after publication, the usage of a global password for secured surveys, the possibility of sending out invitations directly from the application as well as the publication of all submitted answers (or a sub-set) on a dedicated webpage within the application.
