The current version of the Application Profile mandates the use of http://publications.europa.eu/mdr/authority/file-type/ for both dct:format and dcat:mediaType. It is proposed that the values for dct:format are taken from the MDR file type NAL and the values for dcat:mediaType are taken from the IANA register as specified at http://www.w3.org/TR/vocab-dcat/#Property:distribution_media_type.

The proposal is to use the MDR File type NAL for dct:format and the IANA medfia types for dcat:mediatype. The latter case may need to be done with blank nodes as there is no URI set for IANA media types.
The recommendation to use IANA file types in dcat:mediaType and MDR File types NAL in dct:format is in Draft 3.
The URIs for the dcat:mediaType by the Publications Office are not dereferenced. E.g., the URI for ZIP returns a 404: http://publications.europa.eu/resource/authority/file-type/ZIP. Any idea whether there are plans to dereference these? If not, we should not use them?

De-referencability of the authority tables on table and concept level is in the pipeline.
For the moment only the authority tables are de-referencable, not the concepts contained in the tables. Re-users have to indicate the desired mimetype (e.g. application/rdf+xml).

We hope to migrate the authority tables in the course of this year to the CELLAR, the Content and Metadata Repository of the Publications Office. I will check with the CELLAR team if concepts are de-referencable once they are available in the CELLAR or if an additional development is required.
Meeting with CELLAR team scheduled for this Thursday 11 June to discuss planning for de-referencability of concepts.
