How to describe datasets available via services with specific access methods?

An important need is to be able to describe datasets that are available via services. In many cases, it is of second interest how the data can be acquired. An important part of the demand for metadata describing datasets comes from organisations that are interested in transparency and openness of government. For them, ownership, licence type, themes and description of the content are far more important than access method. In case of geo-data, access methods can be quite specific and are described more accurately by a specialised geo-data catalogue. In those cases it seems more appropriate to refer to the geo-data catalogue than to the dataset access page, or consider the description of the dataset in the geo-data catalogue to be the access page of the distribution.

I agree with Brecht, when mapping from iso19115 to dcat, it makes sense to link to the originating document. Note that some organisations already facilitate this by adding a link to the (original) metadata page as an onlineresource. see 'point of truth' in http://imosmest.aodn.org.au/geonetwork/srv/en/metadata.show?uuid=352349….
Especially if no landingpage is provided, the originating metadata page could be a good landingpage.
