OSOR has published an update to the Greece Country Intelligence report, highlighting recent trends and developments in the use of open source software (OSS) in the country and following up on the 2020 report. You can find the report here and the factsheet here

This updated report outlines the evolution in the use of OSS by the Greek public sector, reflecting the country's ongoing efforts to digitalise its public administration as outlined in its digital strategy indicated in the  "Bible of Digital Transformation 2020-2025" (BDT). The report identifies the Greek Ministry of Digital Governance (MDG), and the public sector, academic, research, social, and grassroots OS communities, which are members of the Open Technologies Alliance organised by the NGO GFOSS or EELLAK as the key actors behind the development, encouragement, and promotion of the usage of OSS in the country.

The use and development of OSS in the Greek public sector has moderately matured and this can be proved, by the efforts of the members of the GFOSS Alliance to develop and promote OSS both for different areas of the Greek public sector like education and digital identity. For example, since 2013 GFOSS has been advocating for the use of open technologies by drafting policy suggestions for key public sector organizations, whereas GRNET and GUNET both members of the GFOSS Alliance, are leading two of the working packages for DC4EU, an EU initiative that aims to support work on the European Digital Identity Wallet by using OS applications.

The use of OSS in the Greek public sector has yet to be legally established. Furthermore, the promotion and use of proprietary software are more common in different public organisations and administrations. Nevertheless, the different efforts of Greece's strategic actors alongside the country's ongoing digital transformation, lay the foundation for future progress in the adoption and development of OS applications.
