
The Interoperable Europe Academy has released a new peer learning policy brief on the EU Once-Only Technical System (OOTS), a key tool in Europe’s digital transformation.
The OOTS puts the Once-Only Principle into practice, allowing public administrations across EU Member States to securely exchange official documents and data. This means citizens and businesses no longer need to provide the same information multiple times, cutting bureaucracy, saving time and costs, and enhancing trust in digital public services.
Backed by the Single Digital Gateway Regulation, the OOTS supports a wide range of cross-border procedures, from studying and working abroad to registering a vehicle or claiming a pension. It is powered by interoperability enablers such as eID and eDelivery, along with common services provided by the European Commission, ensuring secure, efficient, and user-centric data sharing.
The policy brief explains the system’s technical components, the collaborative role of Member States, and practical steps to get started - from identifying your role to engaging with national coordinators and leveraging EU resources.
By streamlining processes and connecting systems, the OOTS is set to make EU public services more accessible, integrated, and future-ready for all.
