The MIMs Plus Certification initiative supports Europe’s digital transformation by enabling interoperability across smart city systems. Developed under the Living-in.EU initiative and aligned with the Minimal Interoperability Mechanisms (MIMs) from Open & Agile Smart Cities (OASC), it helps cities, communities, and solution providers ensure their digital services can work together seamlessly.

This initiative combines a Compliance Test Bed, which verifies technical conformance, and a Certification Scheme, which formalises trust and reusability through recognised evaluation pathways. Together, they provide a structured, scalable, and transparent approach to validating digital solutions.

This Solution Page gathers everything you need to engage with the MIMs Plus Certification: access test suites, understand the certification process, consult the official registry, and explore key documentation. Whether you're a city, vendor, or policymaker, this is your gateway to interoperable digital solutions in Europe.

MIMs Plus

What is the MIMs Plus Compliance Test Bed?

The MIMs Plus Compliance Test Bed (ITB) is a technical environment that enables the verification of systems against MIMs Plus interoperability specifications. Designed to validate compliance with standards such as NGSI-LD, FIWARE Smart Data Models, and OGC APIs, the ITB ensures that implementations can be reliably tested in a structured and repeatable manner. Built with adaptability in mind, the test bed evolves alongside updates to the MIMs framework, incorporating new requirements while maintaining backwards compatibility. It supports a variety of use cases, from internal validation to public-facing testing, and serves as a core component of the certification infrastructure.

What is the MIMs Plus Certification Scheme?

The MIMs Plus Certification Scheme establishes a formal process for verifying and demonstrating that digital systems conform to MIMs Plus technical specifications. Based on internationally recognised conformity assessment principles (ISO/IEC 17000 and 17065), the scheme supports transparent and trustworthy certification outcomes. It includes governance rules, roles for certification bodies, and alignment with existing infrastructures like the Interoperability Test Bed and the Test Registry and Repository (TRR). The scheme is designed to be flexible and scalable, allowing cities, vendors, and service providers to progressively adopt certification based on their digital maturity and interoperability goals.
