Introduction
- Only public sector bodies—Union entities and Member States—can establish or participate in sandboxes.
- Cross-border by default: At least three public authorities or Union entities must jointly agree to establish a sandbox. These must either come from different Member States or include both a Union entity and a Member State.
- Relevant regulators, including data protection authorities when personal data is involved, must be consulted.
- Each project in a sandbox must be based on a detailed plan outlining roles, risks, milestones, and reporting.
- GovTech actors (i.e. SMEs, companies, standardisation bodies) may join upon request.
