This is the version 1.2.0 of the Legal Interoperability Maturity Assessment of a Public Service (LIMAPS) survey. This version of the LIMAPS Survey has been released on the 30 November 2022 on Joinup.
It is a user-friendly online questionnaire, designed as a self-assessment tool to assist public service owners to evaluate key legal interoperability aspects of their digital public service.
The current version of LIMAPS (LIMAPS v1.2.0) is available at the EU survey portal.
The release is composed of the following elements:
- LIMAPS v1.2.0 EU Survey portal; the LIMAPS survey is available at the EU Survey portal.
- LIMAPS v1.2.0 User Guide; a PDF document describing the user guide of LIMAPS including the LIMAPS model and the LIMAPS survey.
- LIMAPS v1.2.0 Publication on Joinup; the public web page (https://joinup.ec.europa.eu/collection/imaps-interoperability-maturity-…) describing LIMAPS version 1.2.0.
- LIMAPS v1.2.0 Value Proposition; a PDF document which provides the value proposition of LIMAPS v1.2.0
- LIMAPS v1.2.0 Release; an archive containing each of the above mentioned files.

Recommendation 1 | Subsidiarity and proportionality
LIMAPS is a self-assessment tool, designed for public service owners to evaluate key legal behavioural interoperability aspects of their digital public service.

Recommendation 2 | Openness
Question D4 of the Service Delivery section of the LIMAPS questionnaire assesses to which extend digital public services enable the reuse of the data, information and knowledge delivered under a license that describes the terms and conditions for their reuse. Furthermore, question C4 of the Service Consumption section of the LIMAPS questionnaire assesses to which extend the digital public services reuse the data, information and knowledge consumed under a license that describes the terms and conditions for their reuse.

Recommendation 5 | Transparency
Question D5 of the Service section of the LIMAPS questionnaire assess to which extend digital public services provide to the end users information about the legal aspects that define the specifications of the delivered data, information and knowledge. Question D8 of the Service section of the LIMAPS questionnaire assess to which extend digital public services deliver data, information and knowledge consumed from other services (e.g. address, geolocation data, personal data). Furthermore, question C7 of the Service Consumption section of the LIMAPS questionnaire assesses the tracing and logging mechanisms which are in place to monitor and ensure the secure consumption of data, information and knowledge from other digital public services.

Question D2 of the Service section of the LIMAPS questionnaire assess the legal basis on the specifications of the data, information and knowledge delivered to its end users. Question D8 of the Service section of the LIMAPS questionnaire assess to which extend digital public services deliver data, information and knowledge consumed from other services (e.g. address, geolocation data, personal data). Furthermore, question C2 of the Service Consumption section of the LIMAPS questionnaire assesses to which extend digital public services are mandated by a legal basis that defines the specifications for the data, information and knowledge consumption from other services. Question C3 of the Service Consumption section of the LIMAPS questionnaire assesses to which extend digital public services are compliant with legislation that mandates the consumption of data, information and knowledge in a machine-readable format.

Recommendation 27 | Legal interoperability
LIMAPS assesses the behavioural aspects of a digital public service, from the legal interoperability viewpoint. Question D3 of the Service section of the LIMAPS questionnaire assess to which extend the digital public services are compliant with legislation that mandates the delivery of data, information and knowledge in a machine-readable format. Questions D6, D7 assess the type of consent that the service has obtained from the end user in order to deliver the requested data, information and knowledge. Question D9 of the Service section of the LIMAPS questionnaire assess to which extend the digital public services provide user friendly explanations on the legal provisions regarding the data, information and knowledge delivered. Furthermore, question C4 of the Service Consumption section of the LIMAPS questionnaire assesses to which extend the digital public services reuse the data, information and knowledge consumed under a license that describes the terms and conditions for their reuse.

Question C6 of the Service Consumption section of the LIMAPS questionnaire assesses to which extend digital public services have preservation policies in place to specify the time period for keeping the data, information and knowledge consumed in an electronic format.
