Description:

IMAPS is a user-friendly online questionnaire, designed as a self-assessment tool to assist public service owners to evaluate key interoperability aspects of their digital public service.

Not only can IMAPS be used to assess the interoperability of any public service – from open data portals, and e-voting platforms, to public procurement services, and much more – it is applicable to services at all levels of government (international, national, regional, and local).

IMAPS implements the following EIF recommendations as explained below:

  • Recommendation 1 | Subsidiarity and proportionality

    IMAPS is a self-assessment tool, designed for public service owners to evaluate key behavioral interoperability aspects of their digital public service. Question B3 of the Service Management section of the IMAPS questionnaire assesses to which extent digital public services fulfill the EIF principles that are applicable (reusability, transparency, security, etc.).

  • Recommendation 2 | Openness

    Question D1 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services publish their open data. To ensure a level playing field, the opening and reuse of data must be non-discriminatory, meaning that data must be interoperable so that can be found, discovered, and processed. Furthermore, question D2 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services publish their open data in a structured format.

  • Recommendation 5 | Transparency

    Question D8 of the Service Delivery section of the IMAPS questionnaire assesses the certification procedure defined for the end users to access the service. Certification is a success factor for ensuring working interconnections and a digital public service that requires formal certification is considered more interoperable. Question D11 of the Service Delivery section of the IMAPS questionnaire assesses to which extent the administrative rules and processes underlying the service are transparent to the end user(s) and explained in a simple and clear way. Furthermore, question C6 of the Service Consumption section of the IMAPS questionnaire assesses to which extent digital public services consume services from different administrative levels (geographies or sectors).

  • Recommendation 6 | Reusability

    Question D6 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services are included in a service catalogue. Question C2 of the Service Consumption section of the IMAPS questionnaire assesses to which extent digital public services reuse or self-produce consumed services. Furthermore, question C6 of the Service Consumption section of the IMAPS questionnaire assesses to which extent digital public services consume services from different administrative levels (geographies or sectors).

  • Recommendation 7 | Reusability

    IMAPS helps to ensure that public administrations can seamlessly exchange data, information, and knowledge when delivering digital public services by allowing Member States to test their level of interoperability. Question D10 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services use pre-filling for the data and information requested. Furthermore, question C2 of the Service Consumption section of the IMAPS questionnaire assesses to which extent digital public services reuse or self-produce consumed services. Question C4 of the Service Consumption section of the IMAPS questionnaire assesses to which extent digital public services handle the data that it consumes.

  • Recommendation 8 | Technological neutrality and data portability

    Question D1 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services publish open data.     IMAPS helps to ensure data portability by allowing public officials to test the level of interoperability of their public services. Question D1 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services publish open data. Furthermore, question D2 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services publish their open data in a structured format.

  • Recommendation 10 | User centricity

    Question D9 of the Service Delivery section of the IMAPS  questionnaire assesses to which extend digital public services deliver data, information and knowledge via multiple digital interfaces. It encourages the delivery of data, information and knowledge fully via machine to machine interfaces (i.e. higher score).

    Question D10 of the Service Delivery section of the IMAPS questionnaire assesses to which extend digital public services use pre-filling for the data and information requested. Furthermore, question D12 of the Service Delivery section of the IMAPS questionnaire assesses to which extend digital public services provide to the end user the necessary means to contribute to its further development and continuous improvement.

  • Recommendation 13 | User centricity

    Question D10 of the Service Delivery section of the IMAPS questionnaire assesses to which extend digital public services use pre-filling for the data and information requested.

  • Recommendation 14 | Inclusion and accessibility

    Question D13 of the Service Delivery section of the IMAPS questionnaire assesses the extent to which public services provide accessibility features for people with disabilities (e.g. visual, auditory, physical, cognitive) at a comparable level to other users.

  • Recommendation 15 | Security and privacy

    IMAPS helps to assess the transparency of the data privacy considerations to the user, such as scope of data stored, purpose of usage of data, rights to request changes or lodge complaints, applicable data privacy regulation, preservation policy. This is assessed through question D4 of the IMAPS questionnaire. Furthermore, question D7 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services provide authentication mechanisms for people identification. Question B7 of the Service Management section of the IMAPS questionnaire assesses to which extent digital public services handle data in conformity with industry standard data protection policies.

  • Recommendation 16 | Multilingualism

    Question D5 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services support multilingualism.

  • Recommendation 17 | Administrative simplification

    Question D9 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services deliver data, information, and knowledge via multiple digital interfaces. Furthermore, question C1 of the Service Consumption of the IMAPS questionnaire assesses to which extent digital public services consume data information and knowledge via digital channels. Question C7 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services subscribe to automatic updates of services (e.g. life events) to trigger its execution and/or update information.

    Question B9 of the Service Management section of the IMAPS questionnaire assesses to which extent digital public services provide information on terms and conditions including the dataset content, use restrictions, licences, and data collection methodology.

    Question B5 of the Service Management section of the IMAPS questionnaire assesses the performance of procedures needed for functions to operate after a disastrous event and for ensuring data quality and service performance contribute to interoperability and validating the consistency of the data, information and knowledge it manages.

    Question D8 of the Service Delivery section of the IMAPS questionnaire assesses the certification procedure defined for the end users to access the digital public service. Question C1 of the Service Consumption of the IMAPS questionnaire assesses to which extend digital public services consume data information and knowledge via digital channels. Question B8 of the Service Management section of the IMAPS questionnaire assesses to which extend digital public services mandated by a Service Level Agreement.

  • Recommendation 27 | Legal interoperability

    Question C3 of the Service Consumption of the IMAPS questionnaire assesses to which extent digital public services apply measures to handle the legal implications related to service consumption (e.g. tracing and logging mechanisms, legal agreements, legal rules, etc.). Question B7 of the Service Management section of the IMAPS questionnaire assesses to which extent digital public services handle data in conformity with industry standard data protection policies. Question B10 of the Service Management section of the IMAPS questionnaire assesses to which extent digital public services have data policies related to the data owner.

  • Recommendation 28 | Organisational interoperability

    IMAPS helps to assess the performance of procedures needed for functions to operate after a disastrous event and for ensuring data quality and service performance contribute to interoperability and validating the consistency of the data, information and knowledge it manages. This is assessed through question B5 of the Service Management section of the IMAPS questionnaire.

  • Recommendation 30 | Semantic interoperability

    Question C4 of the Service Consumption section of the IMAPS questionnaire assesses to which extent digital public services handle the data that it consumes. Furthermore, question C5.3 of the Service Consumption section of the IMAPS questionnaire assesses to which extent data exchange involved. Question B1 of the Service Management section of the IMAPS questionnaire assesses to which extent digital public services apply data and metadata management processes. Question B2 of the Service Management section assesses to which extent digital public services address the cloud interoperability aspects for data processing in accordance with the Data Act Regulation.

    IMAPS helps to assess the options that digital public services share its release components. This is assessed through question B6 of the Service Management section of the IMAPS questionnaire.

  • Recommendation 44 | Catalogues

    Question D6 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services are included in a service catalogue.

  • Recommendation 46 | Security and privacy

    Question D7 of the Service Delivery section of the IMAPS questionnaire assesses to which extent digital public services provide authentication mechanisms for people identification.
