1. Definition
EUCARIS stands for “European Car and Driving Licence Information System”. The aim of the EUCARIS XML messages 4.1 is to support this system by providing a standard way to exchange data across all participating countries that have implemented it.

EUCARIS Participants Board developed the XML messages for the DG MOVE.
4. Intended audience
The primary audience for using EUCARIS XML messages is the signatories of the EUCARIS treaty and the countries using data from EUCARIS.
5. Long description
All information that is exchanged between the countries that take part in EUCARIS has been specified in the so-called XML message protocol. This means that each data-element has been described in a very exact way. The definitions of the data are derived from the EU directives and guidelines, if possible. Not only the interpretation of each data-element, but also the content of the data has been standardised, so each country will use the same code to indicate to other countries that a car is ‘blue’, even if in their own registry a completely different description or code is used.

6. Known implementations
35 participants have implemented EUCARIS. 112 centres across participants need to derive vehicle brand, model and other attributes from the vehicle information number. In 2009 6.6 million enquiries were created with only 18 participants.
7. How to participate
The specifications can only be changed by the EUCARIS Participants Board in consultation with the Member States. The acceptance of new Member States or a new functionality is under auspices of the EUCARIS Participants Board.
8. History / Key milestones
After EUCARIS treaty in 2000, the exchange of vehicle registration data is foreseen by the Prüm Decision, Council Decision 2008/615/JHA of 23 June 2008 on the stepping up of cross-border cooperation, particularly in combating terrorism and cross-border crime.
