Background
Innovation measures are essential for driving progress in public administration. However, the true impact to innovation depends on whether it addresses a specific need / addresses a problem and how it can be integrated into existing systems. Effective follow-up measures ensure that innovations are sustainable, interoperable, and continuously improved. However, good solutions need to be visible and findable by potential users and need to fulfill the prerequisite for wider adoption across member states.
While the Interoperable Europe Agenda does not yet have fully established innovation measures, there are several key initiatives already in place to foster innovation in the public sector. These include the support for GovTech, open-source solutions, and innovative technologies, such as AI, which were introduced and explored in the previous Section 5.1. Ongoing and planned Interoperable Europe support measures.

GovTech
Different GovTech initiatives in various member states offer platforms for developing, testing, and scaling interoperability solutions. By connecting existing platforms and innovation labs in the EU member states we are ensuring technological sovereignty, fostering innovation and productivity, and delivering high-quality public services. This ecosystem shall focus on innovation and emerging technology solutions of strategic relevance.

Open-source
Open-source is key for reuse and improvement of innovation measures. Within open-source platforms, public administrations can share, reuse and jointly develop their solutions, while increasing flexibility and the availability of different options. The Interoperable Europe Portal provides the framework to share open-source software or to promote its reuse.
