Pedro works with public sector digital transformation since 2002, having participated in the design and

implementation of the Portuguese action plans for information society, eGov and eProcurement. He also implemented the Portuguese national eProcurement system - one of the leading practices worldwide. 

For many years was international eProcurement and Digital Transformation expert for several international organisations (among others EBRD, GIZ, DFID), providing knowledge and support for the development of strategies and in the hands-on implementation of modern Public Procurement systems and Digital Transformation Strategies in several regions: Asia, Middle East, Northern and Southern Africa and Europe.

Pedro has recently made the programme management of the Portuguese Government eGov strategy for the period of 2012-2016 and coordinated the development of the Portuguese government Digital Transformation strategy for the period of 2017-2020 – now has head of Digital Transformation at the Portuguese Agency for Public Sector Modernisation coordinates this transformation.
