In July 2021, the Municipality of Ferrara published the new portal.
institutional set up in accordance with [Designers Italia guidelines —

both for templating indications and for

# # # * * The objectives * *

The Administration has followed the following guidelines:

— * * use of an Open Source * *, enterprise level tool in
degree of development based on the needs of administrative machinery,
in a reuse logic and in accordance with the good practices indicated by AgID
(Agency for Digital Italy)

— * * adoption of an IT solution to support the evolution
“collaborative” * * depending on the active involvement of the citizen,
understood not only as a user of the services but also as a key player in the
strategic choices

# # # * * Architecture and technology * *

The new platform is a modular application system, organised in
functional components capable of interacting with each other. It is based on
Framework for collaborative areas
2.0] (https://developers.italia.it/it/software/r_lombar-regionelombardia-open…);
an environment for the creation of applications to promote the
participation and collaboration in communities and projects
complex.

Access to the system is controlled through profiling
user limiting the visibility and use of functions; and
access to information.

There are effective means of listening to and participating in the
citizen. The following are therefore available to the public authorities:

— * * Community * *: for the creation of working groups and/or project groups or
sharing common interests;

— * * discussions * *: tools to inform, initiate discussions,
recruiting participants on the basis of interests and expertise;

— * * messaging * *: to allow one-to-one communication in form
private

— * * consultations * *: to involve citizens in their choices
of the Administration and to enable them to express their views, opinions and
views or interest on specific issues.
