DCAT-AP models publishers as Agents, which means that they should be identified by URIs. However, a lack of URIs for organisations has been reported.
It might be useful to investigate the existence of sources for such URIs, like for example, the MDR Name Authority List for Corporate Bodies [1].
Sharing practice on the creation and maintenance of such URI sources would be helpful for local implementations and for interoperability, e.g. examples of actual URIs, including 303 redirects and fragment identifiers (hash URIs).

Why not use ISNI identifier?
Most of the producer should have one as most of the time they are also authors of publications.

This issue was also discussed in the framework of GeoDCAT-AP, and more recently by the CPOV WG - see:

I think it would be good to align efforts with the CPOV WG, if possible.
For data.gov.be I'm generating URIs based upon the company register "crossroad bank enterprises" (which also contains administrations).
This is a small improvement over using e.g. opencorporates, because the CBE also contains "establishment units" (individual premises), making it a bit more fine-grained, although still not covering 100% of the use cases (e.g. parts of a department, organisation using a "brand name"...)
I assume that, at the EU level, an URI scheme could be created (similar to ELI) or using e.g. VIES (http://ec.europa.eu/taxation_customs/vies/)
