Draft 3 to be published this week will include a recommendation in the table of controlled vocabularies for dct:spatial to use Geonames URIs for places that are not in the Named Authority Lists.

If I understand correctly, the "places" authority table is meant to be used to specify the spatial coverage.

In such a case, it is worth noting that the OP's Metadata Registry operates other two authority tables that can be used for this purpose, namely:

Countries: http://publications.europa.eu/mdr/authority/country/
Continents: http://publications.europa.eu/mdr/authority/continent/
