To increase interoperability between DCAT-AP and the Spanish Technical Interoperability Standard for the Reuse of Information Resources (NTI), it is proposed to make dcat:keyword optional for Dataset.

Given that keywords can enhance the ability to find datasets, especially in data brokers, could the property be recommended instead of optional?
This will not impact the interoperability with NTI's data catalogue.
Consideration
If keywords a commonly used in data catalogues, this will indeed help discovery
