Introduction to the EU LDT Toolbox Project

As cities across Europe embrace digital transformation, the concept of Local Digital Twins (LDTs) is emerging as a game-changer for urban innovation. By creating dynamic, data-driven virtual models of neighbourhoods, districts, and entire cities, LDTs empower policymakers, planners, and communities to anticipate challenges, test solutions, and make smarter decisions.

Beyond technology, LDTs represent a bridge between strategy and action—helping cities grow more sustainable, resilient, and inclusive.

What is a Local Digital Twin?

A Local Digital Twin (LDT) is a virtual replica of a city, created by collecting real-time and historical data, applying algorithms, and building models to simulate and understand urban environments.

These digital environments enable city planners to:

  • Anticipate and address urban challenges.
  • Test solutions before implementation.
  • Improve decision-making in areas such as mobility, energy, health, and sustainability.

Project Goals and Vision

The EU LDT Toolbox initiative, powered by DG CNECT, seeks to democratise access to digital twin technology across European cities.

By 2026, the Toolbox will provide:

  • A complete suite of 11 tools.
  • 6 AI models to enhance predictive analysis.
  • An EU-wide data platform for collaboration and knowledge sharing.

The Toolbox is designed for municipalities of all digital maturity levels, ensuring that even smaller communities can fully participate in Europe’s twin transition of green and digital transformation.

Role of the European Commission and EDIC

The European Commission provides strategic direction and funding under Digital Europe and the EU Green Deal, ensuring the Toolbox aligns with new regulations like the AI Act and the Data Act.

The European Digital Infrastructure Consortium (EDIC) will take on long-term governance, ensuring sustainability and standardisation across member states.

The EU LDT Toolbox marks a decisive step toward shaping the cities of the future—where innovation, inclusiveness, and sustainability converge. By providing municipalities with shared digital resources, the initiative ensures that all communities can take part in building resilient, people-centred smart cities across Europe.
