Name of the solution: Interoperability Governance models

Solution's owner: DG DIGIT, European Commission, Europe

Description: This action supports the European Commission in identifying instances of interoperability and public service governance within European public administrations in the context of the National Interoperability Framework Observatory (NIFO) and the new European Interoperability Framework. In particular, it helps to determine models for collaborative governance of interoperability that may serve as best practices at both EU and Member State levels.

Interoperability Governance models implements the following recommendations as explained below:

✅ Recommendation 1  | Principle 1: Subsidiarity and proportionality
The Interoperability Governance models aim to determine models for collaborative governance of interoperability that may serve as best practices at both EU and Member State levels, thus promoting the implementation of the EIF.

✅ Recommendation 20  | Interoperability Layer: Interoperability governance
By assessing the current governance structure of certain Member States and providing models for collaborative interoperability governance, the Interoperability Governance models try to ensure an holistic interoperability governance.

✅ Recommendation 25  | Interoperability layer: Integrated public service governance
The Interoperability Governance models aim to foster the creation of an appropriate governance structure by identifying and describing governance structures and good practices for interoperability coordination.

✅ Recommendation 28  | Interoperability layer: Organisational interoperability
The Interoperability Governance models contribute to the identification and development of common process models to describe business processes.

✅ Recommendation 29  | Interoperability layer: Organisational interoperability
The Interoperability Governance models seek to identify interoperability enablers (e.g. Interoperability agreements) thus contributing to clarifying and formalising organisational relationships for the delivery of public services.
