Error when order of layers are modified in Preferences

Console error has appeared in this situation 1- At the Preferences menu the order of the layers has been modified to this option - Raster layer Under vectorial layers - Vectorial layer Over raster layers 2- Loading any shp file firstly there"s an error. If a raster file is loaded and then any shp file they are loaded correctly. I attach the log file.

The same bug happens in 1.11.0-RC1 version. After closing gvSIG another error message is given. .log files attached.

I attach the patch previously uploaded #15237. I created another patch in a first instance because i don't have privileges to attach patch to existent bugs. I will close #15237

I think patch works perfectly. I've applied it and I loaded a bir project with both layer loading orders (default one and the one described above), and also tried to load a simple shp. No problems arised while having this patch applied.
