Mr Hiroki Habuka, representative of the Japanese Ministry of Economy, Trade and Industry came to visit the Legal Interoperability action on 15 of January 2020. The meeting consisted of a rich exchange of views about the future of legislation in the cyber era. Japan presented their report ‘Governance Innovation – Redesigning Law and Architecture in the Age of Society 5.0’, which elaborates the concept of “Governance Innovation” agreed at the G20 Ministerial Meeting on Trade and Digital Economy in June 2019. Japan launched the report in the OECD Global Conference on Governance Innovation held on 13-14 January 2020.

Japan observed that it happens already today that businesses take advantage of the huge set of data and highly developed artificial intelligence leaving governments and laws behind. To circumvent this, Japan identifies the paradigm of two different spaces – physical and cyber – and proposes to reconsider drastically the governance model.

This exchange showed that the Japanese colleagues and the Legal Interoperability colleagues share the view of the importance of goal-based legislation and the need of involving all actors of society (citizens, governments and businesses) in setting the architectural standards that private and public businesses should comply with in the society of the future.
