This report and dataset is produced ISA Action 1.17: A Reusable INSPIRE Reference Platform (ARE3NA) by project staff based at the European Commission's Joint Research Centre (JRC).
The report acts as a guide to a related dataset of open source software that can help implement the INSPIRE Directive and make use of comparable geospatial data across borders, we have found over the first 18 months of the project.
We wish to acknowledge the work of Steiniger and Hunter (2012) which provide an initial list of examples to explore.
There are also a series of similar activities now underway, including work in OSGEO (2014) to gather examples, in part stimulated by this work.
We have explored these in detail in terms of tools of potential use to INSPIRE implementation and use and have included a lot of additional information. We expect that some of our details may be out-of-date or, simply, wrong. We would, of course, be happy to correct the Excel file and add any new examples or other content.
In the future, we also want to take into account bespoke, homemade, in-house, un-licenced and proprietary tools and software in our inventories and examples. This follows the rating experiment we carried out at the 2014 INSPIRE conference, with the results need to be explored further.
The publication of the report and dataset, however, also marks the first stage in a process of helping to share information about such tools and we would soon like to move from into a more interactive way of describing the whole landscape of software and other solutions that both help INSPIRE implementation and reuse of the infrastructure in the environment and other sectors, including e-government.
