The United Left party in the Spanish congress want to strengthen user rights on the Internet. Earlier this week, it proposed making changes to Spain's Law to promote the Information Society (la Ley de medidas de Impuslo a la Sociedad de la Información).

The Internet must be a universal service, say the United Left. Any person, institution or company must be able to use the IT infrastructures and IT services without having restrictions placed on it. "The users must have the right to transmit and communicate all information they wish to and as they see fit. Network operators should not be able to make changes to this", explain the United Left party in the amendments. "This could give rise to a form of of censorship, abuse of authority and falsification of information on the part of the companies providing Internet services."

They United Left therefore wants to outlaw altering, prioritising, penalising and hindering communications without the express consent of the user.

The amendments were proposed by a group of social organisations and trade unions, among which the Spanish GNU/Linux user group Hispalinux and the Foundation for a Free Information Infrastructure.
