The 51 municipalities of the province of Pordenone (a highly industrialized area in North-Eastern Italy) have entered into an agreement with the local Chamber of Commerce to develop a project called ENTERPRISE, to establish the "SUAP"- Sportello Unico per le Attività Produttive (a single office providing advice and services to business enterprises). The SUAP approach was initiated in Italy following the passing of two national laws (DPR 112/98 and DPR 440/00) e, which had the aim of enabling and supporting businesses to take the necessary steps to review and reorganise their activities, transferring and sharing responsibilities where necessary. In 2001, the Friuli-Venezia Giulia Autonomous Region introduced legislation at the regional level which enabled the setting up of the SUAP. The SUAP offers companies access to a single office where, after getting guidance and support, they can carry out all their administrative tasks irrespective of the number of public administration offices involved. This Case focuses mainly on the front end, (considered the quality component - the back end is considered the efficiency component) where thanks to an innovative process (administrative procedure) which enables re-engineering to understand the needs of business enterprises, it can: - identify with certainty the needs of the enterprise; - translate these needs into administrative procedures; - identify all the documentation involved, the time required for the procedures and the relative costs. Business enterprises can download all the modules and can activate the procedures online, signing the request with a digital signature (level 3 of interactivity). In 2003, it will be upgraded to level 4-compliant (with payment included).
