The Agency reached these conclusions in its evaluation of the E-Delegation (E-delegationen, in Swedish), the body tasked to streamline and develop eGovernment in Sweden. The evaluation, published on 31 March 2014, shows that eGovernment is central to the management policy development. Heads of agencies believe that eGovernment is an important issue but they have a great need for support, both technical and legal. In order to provide a digital collaboration in public administration also requires that the common digital development priority for the government as a whole.
The Agency's evaluation also shows that the E-Delegation has built up knowledge and skills in the form of guides and guidelines that are well distributed and used in the state administration. It is important to utilise this knowledge and develop when the E-Delegation completes its work at the end of 2014. The authorities ' commitment to the issues is also important to safeguard the continued work. The evaluation shows in addition that the government had not managed the E-Delegation effectively, and this contributed to a lack of clarity in its responsibilities, roles and priorities.
“Digitisation is a strategically important issue for the government and its development,” said Yvonne Gustafsson, the Director General of the Swedish Agency for Public Management. “Digital interaction is untapped in large parts and now is the time to take the next step.”
In order to achieve a more efficient eGovernment system, the Agency proposes an inquiry with the mandate to analyse how costs in public administration can be reduced, and how the remaining obstacles to digital interaction can be bridged. The Agency is also proposing that the Government ensures a long-term perspective in the work with expert support and guidance by distributing this task to one or more authorities.
